Undang-Undang No.32 Tahun 2004 on Regional Government which in essence form of implementation of the decentralized system of government as the antithesis of a centralized system of governance. Change the local government authority is given a great opportunity to plan / formulate, and implement development policies and programs in accordance with the aspirations of the community.

Dimention aspirations contain high locality aspect especially for coastal communities, who had been marginalized due to development policies are less aspirational, the program-program Development only can be enjoyed by a small coastal communities are able to access informal development, while on fishing communities who generally lack the ability to access the building only as a spectator and object of development that is always neglected interests.

Neglected the interests of coastal fishing communities makes them always subordinated and marginalized, they are far from decent life and less prosperous, the life of fishing communities depend by owners of capital and the loan sharks who lend money every day to fishing communities under the pretext of helping the needs of society but essentially make profits much as possible from the suffering of poor coastal communities in the fishing village.

The condition of cultural life on a coastal fishing communities, which created the community happy to do loan money to people who just want to get profit without thinking to create the life of coastal fishing communities are more empowered coastal fishing communities are not concerned with personal interests and family that is less an attempt to change a better life for the love of saving, setting aside a portion of the work to improve life for family welfare and future of their children, as the practice or application of the economic system that contains the values that contain Syari’ah justice for the local community.

Addressing issues raised in the community as well as with the phenomenon of moneylenders who provide money lending services to the community which, according to the rules or Principles of sharia principles deviate much from the teachings of Islam, it is necessary to enable innovations that can change people's lives like borrowing money toward people who like to save or set aside some capital as a deviation for the sake of the future.
